PROVIDENCE, R.I. (AP) - Gov. Don Carcieri proposed a tax credit for companies that hire workers as one fix to a recession that has pushed unemployment to nearly 13 percent, but he did not explain in his final State of the State speech Tuesday how the program would work.

Carcieri said the state budget he will submit next week will also contain measures to spur lending to small firms and other forms of business-tax relief. He promised to balance a $400 million state budget deficit without raising taxes.

Two years ago, 39-year-old Marcy Thibault was driving her five-year-old niece and four-year-old nephew to her Bellingham, Massachusetts home for a sleep over, when she stopped on 495 in Lowell and carried the two children out onto the highway, where they were hit and killed by cars.

Attorney Andrew Meyers said, "Certainly the family would never have allowed their children to be in her care if they had any concept whatsoever that she could or would have a dangerous event that she had."

(NECN: Ally Donnelly, Lowell, Mass.) - The tapes are the the talk of Lowell, Massachusetts. YouTube clips featuring teenagers, often girls, punching, kicking, fighting with each other. Now, city leaders are responding.

A 15-year-old from Wang Middle School was charged with assault and battery with a dangerous weapon. The weapon was rings on the girl's fingers. Police say all of the people in the videos appear to be young, and the fights occur all while a crowd is watching.

Police say it's not staged, and the videos are very disturbing. An investigation is ongoing.
